Broccoli Cheddar Macaroni & Cheese

1 pound rotini noodles
1 -1 12oz. package frozen broccoli
1 - 10 3/4 oz. can broccoli cheese soup
8oz. medium cheddar cheese, cubed
1/2 pound bacon, cooked crisp and crumbled
1/4 cup butter
1/4 cup flour
2 1/2 cups whole milk
1/4 teaspoon nutmeg
2 teaspoons kosher salt, or to taste
1 teaspoon black pepper

In a large pot, cook the rotini noodles until almost done, approximately 8 minutes.  After the noodles have cooked about 5 minutes, add frozen broccoli to the water and continue cooking until pasta is "al dente".  Drain and set aside.  In the same pot, melt the butter and stir in the flour.  Cook for approximately 2 minutes, and add the milk.  Cook and stir until mixture begins to thicken.  Add the broccoli cheese soup and the cheddar cheese.  Stir until cheese is melted.  Return noodles and broccoli to sauce.  Stir in about 2/3 of the bacon.  Pour mixture into a 4 quart buttered casserole.  Sprinkle with the crumbled bacon.  Bake in a 400 degree oven for 20-25 minutes.
